In 2014, a\u00a0<a href=\"https:\/\/offrealimentaire.live-website.com\/wp-content\/uploads\/Observatoire_Rapport_22-08-14.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">feasibility study (FR only)<\/a> on the establishment of an observatory focused on the food supply was carried out. It involved and mobilized experts from some 20 organizations coming from different sectors connected to the food supply. The report stated that the establishment of an observatory to monitor the evolution of food supply over time is of paramount importance.<\/p>\n<\/div>\n            \n          <\/div>\n                  <div class=\"w-full md:w-1\/2\">\n\n            \n            \n                          <div class=\"user-content text-gray-800\"><p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<div class=\"et_pb_section et_pb_section_5 et_section_regular\">\n<div class=\"et_pb_row et_pb_row_5\">\n<div class=\"et_pb_column et_pb_column_4_4 et_pb_column_8 et_pb_css_mix_blend_mode_passthrough et-last-child\">\n<div class=\"et_pb_module et_pb_text et_pb_text_6 et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p>&nbsp;<\/p>\n<p>Under the impetus of Universit\u00e9 Laval\u2019s <a href=\"https:\/\/www.inaf.ulaval.ca\/en\/\">Institute of nutrition and functional foods<\/a> (INAF) and many other partners, the Food Quality Observatory was born in December 2016.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<p>The Observatory generates objective, rigorous data on the quality of the food supply, with a view to informing public authorities, supporting change in biofood businesses and documenting purchasing behavior. In 2019, as a result of <a href=\"http:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2024\/11\/Definition-Observatoire-19-6.pdf\" target=\"_blank\" rel=\"noopener\">extensive research (FR only)<\/a>, the Observatory has developed a definition of the quality of the food offer:<\/p>\n<p>For the Observatory, a\u00a0<strong>high-quality supply\u00a0<\/strong>is primarily characterized by<strong>\u00a0high-quality foods<\/strong>, i.e., foods that are\u00a0<strong>nutritious\u00a0<\/strong>and\u00a0<strong>safe<\/strong>, whether they are\u00a0<strong>prepared, processed<\/strong>\u00a0or not. These foods are also produced, prepared or processed in a manner\u00a0<strong>that respects people\u00a0<\/strong>and\u00a0<strong>the environment<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>A high-quality supply consists of a <strong>variety\u00a0<\/strong>of quality foods that are\u00a0<strong>available and affordable\u00a0<\/strong>in different living environments in sufficient\u00a0<strong>quantities<\/strong>. In these environments,\u00a0<strong>strategic<\/strong>\u00a0<strong>product placement\u00a0<\/strong>and proper\u00a0<strong>marketing\u00a0<\/strong>of high-quality foods also characterize a quality supply. As part of the Observatory&#8217;s work, <a href=\"http:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2024\/11\/Affiche-JASP-2019.pdf\" target=\"_blank\" rel=\"noopener\">these tools could be used to monitor the overall nutritional quality (FR only)<\/a> of different food categories over time, going beyond the monitoring of nutrients of interest (sugars, sodium, saturated fats, etc.). This work, currently in progress, will enhance the measurement of the quality of the food offer presented in the reports by food category.<\/p>\n<\/div>\n            \n          <\/div>\n                  <div class=\"w-full md:w-1\/3\">\n\n            \n            \n                          <div class=\"user-content text-gray-800\"><p><strong>Methodology for food category follow-up portraits (2022)<\/strong><\/p>\n<p>As part of the monitoring of supply, the methodological approach has been adapted to take into account the specificities of the monitoring.<\/p>\n<p><a href=\"https:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2026\/01\/Rapport-methodologique-suivi-Observatoire_ENG_web.pdf\" target=\"_blank\" rel=\"noopener\">The methodological approach used to analyze the evolution in food categories monitored by the Food Quality Observatory<\/a>.<\/p>\n<\/div>\n            \n          <\/div>\n                  <div class=\"w-full md:w-1\/3\">\n\n            \n            \n                          <div class=\"user-content text-gray-800\"><p><strong>Methodology of initial food category portraits (2020)<\/strong><\/p>\n<p>The methodological approach used in the sectoral studies carried out by the Observatory is a rigorous one. This report therefore outlines the different steps leading to the study of a food category and the related analyses.<\/p>\n<p><a href=\"https:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2026\/01\/Rapport-methodologique_Etudes-sectorielles_ENG_web.pdf\" target=\"_blank\" rel=\"noopener\">The methodological approach used by the Food Quality Observatory to establish the initial overview of sectoral studies<\/a>.<\/p>\n<\/div>\n            \n          <\/div>\n                  <\/div>\n  <\/div>\n<\/div>\n\n<style>\n  .colonnes__container-6a1a543eb2d8e {\n          background: #FFFFFF;\n    }\n<\/style>\n\n\n\n<div class=\"colonnes__container-6a1a543eb4014 pt-8 lg:pt-16 pb-8 lg:pb-16\">\n  <div class=\"container\">\n    <div class=\"flex flex-col md:flex-row gap-8\">\n                        <div class=\"w-full md:w-1\/3\">\n\n            \n            \n                          <div class=\"user-content text-gray-800\"><p><strong>Evaluation criteria (2018)<\/strong><\/p>\n<p>Assessing and monitoring the food supply\u2019s quality in different living environments requires the <a href=\"http:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2024\/11\/Affiche-JASP-Criteres.pdf\" target=\"_blank\" rel=\"noopener\">definition of the criteria used to characterize the food supply (FR only)<\/a>. However, there is no consensus on the definition or defining criteria related to a food supply of quality or a high-quality food. The <a href=\"http:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2024\/11\/Memoire-Loignon-Criteres.pdf\" target=\"_blank\" rel=\"noopener\">overall objective of this study (FR only)<\/a> was to review the evidence available on the criteria used to define a high-quality food supply.<\/p>\n<p>&nbsp;<\/p>\n<\/div>\n            \n          <\/div>\n                  <div class=\"w-full md:w-1\/3\">\n\n            \n            \n                          <div class=\"user-content text-gray-800\"><p class=\"et_pb_toggle_title\"><strong>Establishment and monitoring of quality targets <\/strong><strong>(2017)<\/strong><\/p>\n<p>The Programme national de sant\u00e9 publique (2015-2025) prioritizes the determination and monitoring of nutritional quality targets for foods, in collaboration with the involved partners.<\/p>\n<p>&nbsp;<\/p>\n<p>In this context, a collaborative project on nutritional composition targets was entrusted to the Institut national de sant\u00e9 publique du Qu\u00e9bec (INSPQ) and the Observatory. The latter&#8217;s mandate was to design a <a href=\"http:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2024\/11\/Rapport-Elaboration-et-suivi-des-cibles-de-qualite-nutri-phase-1.pdf\" target=\"_blank\" rel=\"noopener\">methodology for monitoring nutritional composition targets (FR only)<\/a> for selected food categories.<\/p>\n<\/div>\n            \n          <\/div>\n                  <div class=\"w-full md:w-1\/3\">\n\n            \n            \n                          <div class=\"user-content text-gray-800\"><p><strong>User consultation (2016)<\/strong><\/p>\n<p>One of the driving values of the Observatory is the social utility of its work. The <a href=\"http:\/\/observatoire.inaf.ulaval.ca\/app\/uploads\/2024\/11\/ConsultationUtilisateurs-10-06-2020.pdf\" target=\"_blank\" rel=\"noopener\">consultation process carried out with knowledge users (FR only)<\/a> has enabled the Observatory to establish collective criteria for targeting priority categories, as well as identifying new research questions.<\/p>\n<\/div>\n            \n
